Because #2's job is to be the runner-up, and since #1 got demoted after being caught writing naughty things with its big old piece of "wood", #2 did its honorable duty (thus making it more popular) and ascended the throne…against Donald's wishes. ~

It's number 2 because it was the second attempt to produce the perfect pencil for general use. You don't see Number 3s around, do you? No, that's because the second try came out exactly as the designer intended. I think they left the number at 2 because it shows the world that if you don't get it right the first time, keep trying. I'll bet you never realized you were holding a bit of inspirational propaganda in your hand in the form of that #2 pencil, did you?
